Is wastewater based epidemiology the answer to COVID-19 and health monitoring?

As the European Commission recommends each member state to have a wastewater based epidemiology program to monitor for COVID-19, could this be a longer term strategy for outbreak containment over other testing methods?

Should governments be tracking other public health issues through wastewater?
